1. The modern state… behaves part of the time towards those subjected to it as if it were no more than a giant, monopolistic utility company and part of the time as if it were the sacred guardian of all that is most to be valued. In the one capacity it requires us to fill in the appropriate forms in triplicate. In the other, it periodically demands that we die for it.
